That is the thinking behind a new partnership between HirePass and Vouchsafe.
AI is making sophisticated impersonation and fake documents easier to create. For employers, the question is no longer simply whether a document looks genuine, but whether the person presenting it is really who they claim to be. If you are checking the wrong person, the results of everything that follows are potentially attached to the wrong person.

Bringing identity verification and pre-employment checks together
There is another problem the partnership set out to solve. Identity verification and pre-employment checks are often treated as separate experiences, which means candidates can find themselves moving between different providers and repeating information at different points in the hiring process.
A candidate might verify their identity with one provider, then start another journey for criminal records or references. For employers, that can mean managing several systems. For candidates, it can make the process feel unnecessarily complicated.
Vouchsafe and HirePass have worked closely at an engineering level to bring these experiences together. Rather than simply connecting two products, the teams have built a single, connected journey in which identity verification sits naturally at the beginning of the pre-employment checks process, with identity data passed directly into the subsequent checks.
Vouchsafe supports different forms of digital identity evidence and alternative routes for candidates who cannot complete a conventional document-based journey. Combined with HirePass’s automated workflow, candidates can move through identity verification and their wider pre-employment checks as one connected process.
That shared focus on security and candidate experience was one of the reasons the partnership made sense.

Stronger right to work checks
The partnership also brings Vouchsafe’s digital right to work capabilities into the HirePass pre-employment checks journey.
Vouchsafe is listed on the UK’s Digital Verification Services register and is certified to provide digital right to work checks under the UK’s digital identity framework. Its technology supports remote verification of eligible UK and Irish passports as well as digital immigration status through eVisas.
For employers, completing the prescribed right to work process correctly can establish a statutory excuse against a civil penalty for illegal working, where the relevant Home Office requirements are met.
That matters because a statutory excuse can protect an employer from a civil penalty if it is later found to have employed someone who did not have the right to work in the UK, provided the employer carried out the required checks correctly. For organisations hiring at scale, getting the process right is an important part of managing compliance risk.
The stakes are significant. UK government figures show that 2,438 civil penalties were issued to employers for illegal working during 2025, with fines exceeding £130 million.
Bringing identity verification and right to work into the same pre-employment checks journey gives employers a more connected way to establish who a candidate is and whether they have the right to work, before continuing with the rest of their checks.
